ILA Qatar Al- Shaybani Lecture Series 6 Marc 2024 - 11 AM (Doha) QU LAW Auditorium
The Qatar University College of Law has the pleasure to announce the launch of the Al- Shaybani Lecture Series on International Law, in partnership with the Qatari Branch of the International Law Association (ILA-QATAR). The lecture series brings leading public international law scholars to campus to engage with academics, scholars and policy-makers in a dialogue focusing on contemporary issues of international law. The Al- Shaybani Lecture Series on International Law seeks to raise awareness of international law in the MENA region and to to encourage the application and development of the rules of international law.
Who is Ibn al-Shaybani?
Muhammad ibn al-Hasan al-Shaybani was a leading Muslim jurist. Al-Shaibani authored the "Introduction to the Law of Nations" at the end of the 18th century. The book dealt with the rules such as the treatment of foreign nationals (non-Muslims). In other writings, al-Shaybani also drafted Islamic laws relating to treaties, treatment of diplomats, hostages, refugees and prisoners of war, the right of asylum, the laws of war, the protection of women, children and civilians, and use of weapons.

Speaker: H.E. Awn Shawkat Al-Khasawneh
Prime Minister of the Hashemite Kingdom of Jordan 2011-2012, and former judge of the International Court of Justice 2000-2011.
Mr. Al-Khasawneh served as the Prime Minister of Jordan from 2011 to 2012). He was a judge of the International Court of Justice (2000 - 2011) and served as its Vice President (2006 - 2009). Mr. Al-Khasawneh was Advisor to His Late Majesty King Hussein on International Law and Chief of the Royal Hashemite Court (1996 - 1998). He was a member of the United Nations Sub-Commission on the Prevention of Discrimination and the Protection of Minorities (1982 - 1993) and served as its Chairman and Special Rapporteur on Forceable Population Transfer. He was a member of the UN International Law Commission – the United Nations body charged with the codification and development of international law – for three terms (1986 - 2000). .
He represented Jordan at 19 sessions of the General Assembly (Legal Committee), and was Rapporteur of the Legal Committee in 1976. He participated in the development of a number of treaties including inter alia the Vienna Convention on the Law of Treaties between States and International Organizations, in which he was Chairman of the Drafting Committee, the Vienna Convention on the Succession of States to International Conventions, the Vienna Convention on Succession of States in respect of State Property, Archives and Debts, and the Convention for the Suppression of Unlawful Acts Against the Safety of Maritime Navigation
He holds a BA in history and law and Master's degree in international law from the University of Cambridge (Queens’ College).
